There are two fundamental principles of government that guide the authors:
1) You can swing your arm as much as you want as long as it doesn't hurt another.
Assumes government exists to maximize freedom, balance rights, provide for the common defense, oversee the common infrastructure and minimize its own scope. This is optimistic, but it's a guiding principle, not gospel.
2) You can't be put into slavery (even if you want).
Argues for minimal taxation and against addiction.
